Trump Declares Ukraine-Russia Peace Deal ‘Closer Than Ever’ After Berlin Talks Yield Progress on Security Guarantees

Washington, D.C. / Berlin – December 16, 2025 (BNN Web Staff)–

President Donald Trump hailed a potential breakthrough in ending the nearly four-year Russia-Ukraine war, stating that a peace agreement is now “closer than ever” following intensive negotiations in Berlin involving Ukrainian President Volodymyr Zelenskyy, U.S. envoys, and European leaders.

Speaking to reporters at the White House on Monday, Trump revealed he had held “very long and very good talks” with Zelenskyy and key European allies, adding: “We had numerous conversations with President Putin of Russia… We want to save a lot of lives.” He emphasized strong European backing, naming countries like Germany, Italy, France, Britain, Poland, Norway, Denmark, Finland, and the Netherlands as fully aligned with U.S. efforts.

Trump acknowledged the core challenge: synchronizing both sides’ willingness. “Sometimes Russia wants peace and Ukraine backs off; sometimes Ukraine is ready and Russia isn’t. We have to get them on the same page.”

Berlin Breakthrough: Security Guarantees Advance, Territory Remains Sticking Point

The optimism stems from marathon talks in Berlin over the weekend, led by Trump’s special envoy Steve Witkoff and son-in-law Jared Kushner. Sessions lasted over five hours on Sunday, resuming Monday with a leaders’ dinner that Trump joined remotely.

Key developments:

  • Ukraine signaled willingness to drop its NATO membership bid in exchange for robust, legally binding security guarantees – potentially “Article 5-like” protections from the U.S. and Europe, deterring future Russian aggression without formal alliance membership.
  • European leaders, including German Chancellor Friedrich Merz, described the U.S. offer as “considerable” and a step toward a “genuine peace process.”
  • Progress on a revised peace framework, including economic recovery and monitoring mechanisms.

However, territorial control – particularly in eastern Donbas regions – remains a major hurdle. Zelenskyy called concessions “painful,” insisting Ukraine won’t recognize Russian claims de jure or de facto.

Fighting Continues Amid Diplomatic Push

As talks progressed, violence persisted on the ground. Russia launched overnight drone and missile barrages targeting Ukrainian energy infrastructure, causing widespread blackouts. Ukraine reported intercepting many but confirmed hits in multiple regions.

Kyiv countered with drone strikes on Russian targets, underscoring the urgency for a durable ceasefire.

U.S. officials cautioned that generous security offers “won’t be on the table forever,” reflecting Trump’s push for a swift resolution. Negotiations are expected to continue, potentially shifting venues, as the world watches for signs of an end to Europe’s deadliest conflict since World War II.
