Brazil Aims for 400,000-Barrel-Per-Day Refining Capacity by 2030

Chambriard highlighted Rnest as Petrobras’ most advanced refinery, stressing that further expansion will rely on substantial upgrades to nearby port and railway infrastructure.

Sao Paulo [Brazil], December 3, 2025, BNN Web Staff: Brazil is set to significantly boost its national oil-refining output, with Petrobras President Magda Chambriard announcing plans to scale capacity to nearly 400,000 barrels per day by 2030.

Chambriard shared the update during a ceremony at the Abreu e Lima Refinery (Rnest) in Ipojuca, Pernambuco, where the latest investment roadmap for the facility was unveiled, according to Brasil 247.

Chambriard highlighted Rnest as Petrobras’ most advanced refinery, stressing that further expansion will rely on substantial upgrades to nearby port and railway infrastructure. With planned enhancements, Rnest’s refining volume is expected to surpass 200,000 barrels per day.

Earlier, Brazil’s presidential office confirmed that Petrobras will invest approximately R$ 12 billion to complete Train 2 of the refinery and perform major maintenance on Train 1. Together, these upgrades are projected to lift Rnest’s processing capacity by 130,000 barrels per day, enabling it to reach 260,000 barrels per day by 2029.

The refinery’s expansion plan also prioritizes sustainability, including the installation of a photovoltaic power plant aimed at lowering its dependence on natural gas and reducing carbon emissions.

Brazil’s Minister of Mines and Energy, Alexandre Silveira, stated that once the upgrades are complete, Rnest will become the country’s second most significant refinery, following the Paulinia Refinery (Replan) in São Paulo.
