Washington DC, November 26, 2025, BNN Web Staff — US President Donald Trump has directed his special envoy, Steve Witkoff, to meet Russian President Vladimir Putin in Moscow to advance discussions on a peace plan for Ukraine.

Trump said the administration’s 28-point plan, initially criticised for favoring Russia’s demands, has been “fine-tuned” and that only a few points of disagreement remain. He added that he looks forward to meeting Ukrainian President Volodymyr Zelenskyy and Putin “only when the deal to end this war is final or in its final stages.”

Ukraine has expressed interest in moving forward with the agreement, but Zelenskyy emphasized the need to discuss certain elements with Trump and European leaders.

In a speech to a coalition of European nations, Zelenskyy urged leaders to outline a framework for a “reassurance force” and continue support for Kyiv as long as Moscow remains unwilling to end hostilities.

US and Ukrainian officials are working to narrow differences on the revised peace plan, with Kyiv cautious about agreeing to terms that could largely favor the Kremlin. Some sensitive issues are still under negotiation as both sides aim to finalize a framework for peace.
