Trump’s New Visa Vision:

Washington: A day after US President Donald Trump defended the H-1B visa program, his Treasury Secretary, Scott Bessent, outlined the President’s “vision”: that skilled foreign workers should come to the US, train American workers, and then return to their home countries.

In an interview with Fox News, Bessent stated, “The President’s vision is that we bring in those foreign workers who have the skills, and in 3, 5, or 7 years, they train American employees. After that, they return to their country, and American employees fully take over those jobs.”

He argued that over the last 20-30 years, the US has outsourced jobs like precision manufacturing to other countries. “The President says you can’t teach someone to build a ship or manufacture semiconductors overnight. Therefore, we have to bring these industries back to America with the help of foreign experts.”

The “Talent Shortage” Argument

Trump recently told Fox News host Laura Ingraham that America must attract talent from the world because the country lacks “certain specific skills.”

When Ingraham countered, “We have plenty of talent,” Trump replied, “No, you don’t. You have to learn some skills. You can’t just put unemployed people in a factory and say now they’re going to make missiles.”

He gave the example of skilled South Korean workers being brought to a battery plant in Georgia because the work is “very complex and dangerous.” Trump warned that simply firing foreign workers would cause such industries to shut down.

A Crackdown and New Rules

The Trump administration has also launched a major crackdown on abuse of the H-1B visa program, which is primarily used by technology companies to hire foreign professionals, especially Indian IT engineers and doctors.

In September 2025, Trump issued a new proclamation (‘Restriction on Entry of Certain Nonimmigrant Workers’). Under this, certain H-1B petitions filed after September 21, 2025, will require an additional mandatory fee of $100,000.

Last week, the administration initiated nearly 175 investigations into irregularities such as underpayment, fake workplace addresses, and “benching” (keeping employees on the payroll without work).

The Pillars of Trump’s New Visa Model

The US Department of Labor stated on the social media platform X, “As part of our mission to protect American jobs, we have initiated 175 investigations into H-1B visa fraud.”

Secretary of Labor Lori Chavez-DeRemer said the department would use every possible resource to ensure “American citizens don’t lose their jobs to foreign workers” and to implement the ‘American Workers First’ policy.

The key pillars of the proposed model are:

  • Skilled foreign workers will be brought in on a temporary basis.
  • Their primary role will be to train American employees.
  • After a set period, they will return to their home countries.
  • Fully trained American citizens will then take over the jobs.
